About Fernando LlorenteSchool Psychologist, Multidisciplinary Team Leader, and Educational Consultant

Fernando Llorente is a senior bilingual school psychologist and multidisciplinary team leader with more than 18 years of experience practicing in California public schools. Throughout his career, he has been managing MTSS/SST problem-solving systems, conducting comprehensive psychoeducational assessments, and guiding eligibility determinations, service recommendations, and program planning across the full continuum of educational placements.

Central to Fernando’s practice is a dedication to the comprehensive assessment and educational planning of neurodivergent students. He specializes in identifying complex academic, cognitive, adaptive, sensory, behavioral, communication, and socio-emotional needs and translating those findings into highly tailored interventions and program plans for autism, ADHD, dyslexia, SLD, intellectual disabilities, and Down syndrome. A major focus of his work is differentiating overlapping conditions and contributing factors, particularly for multilingual students, where language acquisition, biliteracy development, and educational opportunity must be carefully distinguished from disability.

Fernando’s work has the greatest impact in layered, high-stakes cases—where learning and neurodevelopmental differences overlap with trauma-related factors, mental health, and bilingual development. Understanding that these intersectional challenges carry lasting implications for a student’s future, he mobilizes collaborative solutions, bringing the technical precision, advanced psychoeducational reasoning, and strategic advocacy parents need to secure student-centered team decisions.

Families, educators, and administrators trust his ability to examine disagreements and challenging cases from multiple dimensions, separate critical evidence from competing data, and ensure recommendations are grounded in objective facts. Fernando excels at identifying core issues, de-escalating tension, and facilitating consensus when perspectives diverge. He skillfully turns complicated assessment data into a clear course of action, guiding teams toward legally sound decisions that safeguard each child's educational rights.

Fernando founded LESA — Llorente Educational Strategies & Advocacy — to bring this level of analysis directly to families facing consequential educational decisions. Operating independently of his role as a school psychologist with SBUSD and under strict professional boundaries, LESA provides rigorous case review, strategic problem-solving, and informed decision support across evaluations, MTSS/SST, IEP and 504 planning, behavioral and mental health supports, and educational placements. Through LESA, he gives families the specialized analysis, strategic preparation, and precise understanding of their child’s needs and educational rights required to evaluate their options with clarity and confidence.

LESA operates strictly outside of SBUSD/SDSC SELPA to ensure absolute ethical compliance and no conflict of interest.

The LESA Process

How a case moves through LESA

Every engagement is tailored to your child’s unique needs and the immediate decisions at hand. Whether you need a focused file review, preparation for a high-stakes meeting, or ongoing case strategy, the work follows five deliberate phases:

  • Strategic AnalysisFernando examines your child’s educational history, assessment reports, and current plans as an integrated case. He then evaluates whether the data, conclusions, and recommendations align, and identifies patterns over time.
  • Case PrioritizationDense evaluation data and complex regulations are translated into a clear, manageable roadmap. Fernando separates central concerns from secondary ones, identifying the high-impact decisions that matter most for your child’s future.
  • Strategy DevelopmentThe analysis is transformed into a deliberate, proactive course of action before you step into the meeting room. Fernando outlines exactly what needs to be clarified, what questions must be answered, and what evidence supports the requests you are making.
  • Meeting ReadinessYou will enter your IEP, 504, or SST meeting with clear priorities, focused questions, and written requests where needed. When school perspectives differ, this preparation keeps the conversation grounded in objective evidence and your child’s educational rights.
  • Review & Follow-ThroughImportant decisions do not end when the meeting adjourns. Fernando reviews the proposed plans, updated documents, and school progress data to verify that parent concerns, requests, and disagreements were accurately documented, and that agreed-upon actions are being carried forward.
